(Time.com) Charles Pugh, a former television journalist-turned politician was elected president of Detroit's City Council last year. But his taking office, along with the largely new council, came at a time when Detroit was facing its toughest times since the Great Depression.


But despite the city's economic, fiscal, crime and educational troubles to name a few, he calls himself an "optimistic realist" and believes that the leadership is in place to give Detroit a brighter future. So he took a break from council chambers to speak with time about where Detroit is and his own vision.

Charter Conventions

The 2009 Detroit Charter Revision Commission will host three Charter Conventions.The objective of Phase II is to galvanize citizen interests, to mobilize citizens and stakeholders and to engage the Commission and recommend specific concepts, language and testimonials that will be used to help draft the new Charter.

Matrix Center Halloween Costume Drive

The Matrix Center is gearing up for their annual Halloween Party which provides more than 1,500 kids with a safe place to trick or treat on Halloween. Many families simply cannot afford to purchase costumes. You can help by donating a gently used or new costume to a child in need.

The Heat And Warmth Fund, THAW, is an independent non-profit agency that provides low-income individuals and families with emergency energy assistance and advocates for long-term energy solutions.


THAW is a leading provider of utility assistance for Michigan residents in need.

THAW programs are open to eligible Michigan residents:


TO QUALIFY FOR FUNDS

- Your account must have a past due balance (except seniors, age 62 or older), shut-off notice or service is off


- The bill must be in your name and you must live at the service address


- You must discuss the bill with the utility provider before applying for THAW assistance


- You must have paid at least $225.00 on each utility account during the past six months. The utility may require additional payments before you receive assistance from THAW


- You must first apply for these funds if you are eligible:
   *State Emergency Relief (through the Michigan Department of Human Services if you are at or below 150% of the 
Federal Poverty Level)

   *Michigan Home Heating Credit if you are at or below 110% of the Federal Poverty Level
   *Earned Income Tax Credit


-All "unauthorized usage" charges must be paid before applying for THAW assistance


-If you live in subsidized housing, you are not eligible unless you have paid 30% of your income on household costs (rent, utilities, and water) in the past year


- You may receive THAW assistance only once per year for each utility


- You should attend an Energy Education workshop


- The total income from all sources in your home must be at or below 250% of the Federal Poverty Level guidelines:

DPS Attendance Agents to Visit Students who Missed Class

(myfoxdetroit.com) Attendance agents are going door-to-door in search of Detroit students who have not made it to class.

The district says the agents on Monday will speak to parents whose children have missed class time or failed to make it to school for Count Day last month.

Students must attend class full-time for the financially struggling district to receive full funding from the state. Fall attendance Count Day is one of two dates used to determine how much money each school district gets from the state.

Detroit has surpassed its 76,053 student goal for the fall, but some have not attended full-time or remained in class for the entire day.

A final count is due Oct. 29.

Detroit has lost nearly 100,000 students since 1997, when enrollment was 175,168.

Council President Talks with DPS Students

City Council President Charles Pugh has made a commitment to engage, inform, and empower Detroiters.

As part of that commitment, the Council President, in partnership with the Detroit Public School Board, will hold a series of discussions on violence prevention with students from local high schools and middle schools. 

The Council President will spend an hour talking with students, selected by the school's counselors. Together, Pugh and the students will work to come up with solutions to reduce violence and resolve conflicts.

Monday, the Council President sat down with 11th and 12th grade students from Mumford High School. He will visit the following schools in the month of October:

-10/14 - Pershing High School; 9am
-10/15 - Northwestern High School; 9am
-10/15 - Southwestern High School; 2pm
-10/18 - Osbourne High School; 9am

Jumpstart’s Read for the Record

Thousands of pre-K and kindergarten students throughout Detroit Public Schools will participate in Jumpstart’s Read for the Record event on Thursday October 7, 2010 to set a new world record for the largest shared reading experience on a single day.

DPS Emergency Financial Manager Robert Bobb, Detroit Mayor Dave Bing, state senators Martha Scott and Tupac Hunter, state representatives Rashida Tlaib and Bert Johnson, and many more will read “The Snowy Day,” by Ezra Jack Keats, to students in 200 pre-kindergarten classrooms and 94 kindergarten classrooms throughout Detroit public Schools.

This year’s day-long campaign will include large and small reading events organized by individuals, schools, libraries, government organizations and local businesses nationwide. Each time someone reads this classic story on or before October 7 at www.wegivebooks.org, the Pearson Foundation will donate a new children’s book to a needy child or a pre-school classroom Jumpstart serves.

Anyone, anywhere can participate in Jumpstart’s Read for the Record by pledging to read at www.readfortherecord.org.
